Move questions between phases

@rebeca.venancio I see you point here, but unfortunately that won't be possible since once you create a field on a phase it will be "belong" to that phase. How Pipefy architecture was build, will only allow you to have fields belonging to a single phase :) Is your pain related to editing and customizing pipes faster? 

@carletoassino Looks like @rebeca.venancio was wanting to do the same thing.
